What is the diff. between these kind of bullets

The upper one is a slot, which has nothing to do with universal descriptors unless you want to use their parent rem as a tag to add them.

How can I use " ~ " Power Up

None whatsoever except that it is a parent of ~Alias (that gets automatically added when adding an alias to a rem). “Universal Descriptor” is merely a name for a coloured rem that begins with ~ (the character) and is intended to be commonly referenced (with potentially turning into a flashcard) elsewhere, no more and no less. You may have none of them, create your own, or copy from the tutorials and store them anywhere. You could turn them into slots manually if you want the option to add them…
