Alt + up (and down) should move bullets through higher levels

If I have notes like such:

  • List 1
    • Item 1
    • Item 2
  • List 2
    • Item 3
    • Item 4

Currently, clicking alt + up on item 3 does nothing, but it should move it to the end of list 1 (like Dynalist). To do this right now, I have to left tab, then alt up, then right tab. Similarly with alt + down.
