Friend imported some notes, but has nothing in draft

I exported it from Workflowy, then I sent him the plain text document in a Mail, he could import it just fine but there are not cards in his queue. I appreciate any help.

Have they created the cards with the double colon or question mark and double colon symbols? Only the rems that are made into flashcards appear in the queue AFAIK.

For example
