Relearning Phase Fixed Steps is not working

My maximum interval is 180 day，and Relearning Phase Fixed Steps is (0.021,1,4).
When I click forget,the next pratice time of Partially recalled,Recalled with effort,Easily recalled are all 5.9 months.But I want the steps is (0.021,1,4)

Are you sure you switched the scheduler for the document your card is in?

Yes，I sure. This card has been practiced many times, but I forgot it, so I expect to start learning again. But after I click the forget button, this card did not restart as planned

Is this limited to this single card, or do all cards behave this way? Did you encounter this with the default scheduler?
